section II avoidance

the operators and inspectors of the first line must be familiar with the line bridge equipment in the pipe, the train running speed, density and various signal display methods, pay attention to the lookout, and get off the road in time to avoid vehicles. Article 2 when walking to and from work, the section should walk on the shoulder or roadside; In the double track section, it should face the train direction; When crossing bridges, crossings or lines, the principle of "one stop, two look and three pass" should be observed. It is strictly forbidden to rush over when coming. If the walkway center is necessary in the station, special personnel shall be arranged in front of and behind it for protection. If the route signal cannot be identified clearly, get off the track in time to avoid the vehicle. Article 3 operators shall observe the following regulations when getting off the track to avoid vehicles:

first, the distance from the outside of the rail head:

1. When Vmax ≤ 120 km/h, it should generally meet the requirements of 2 m; When

2.120 km/h < Vmax ≤ 160 km/h, not less than 2.5 m

3.160km/h < Vmax ≤ 200 km/h, not less than 3.0 M

II. The incoming trains on this line shall finish off the track according to the following distance:

1. When Vmax ≤ 60 km/h, it shall not be less than 500 m; When

2.60 km/h < Vmax ≤ 120 km/h, it is not less than 800 m

3.120 km/h

4.160 km/h

III. regulations for adjacent lines (line spacing is less than 6.5 m) to get off the track:

1. When this line is not blocked:

(1) when the speed of adjacent lines Vmax ≤ 60 km/h, this line can not get off the track

(2) when 60 km/h < the speed of the adjacent line Vmax ≤ 120 km/h, the incoming train may not leave the lane, but the operation of this line must be stopped

(3) when the adjacent line speed Vmax> 120km/h, the distance from the next track is not less than 1400m

(4) the lookout condition is poor, and this line must be off when the adjacent line comes

2. When this line is blocked:

(1) when the speed of the adjacent line Vmax ≤ 120 km/h, this line can not leave the lane

(2) when 120 km/h < the speed of the adjacent line Vmax ≤ 160 km/h, this line may not leave the track, but the operation of this line must be stopped

(3) when the speed Vmax of the adjacent line is greater than 160 km/h, this line must be off the track, and the distance is not less than 2000 m

IV. when operating on other lines in the station and avoiding the train on this line, the distance to get off the track shall not be less than 500 m. when the train from the adjacent line comes, the station line adjacent to the main line shall be handled according to Item 1 and item 3 of this article. Other station lines may not get off the track, but the operation must be stopped. When the route of the train is unclear, you must get off the track and avoid

v. when the speed is less than 120 km/h and the lookout condition is more than 2000 m, the rail flaw detection trolley and track inspection trolley shall operate to avoid attracting a large number of rats to seek food, and the vehicles coming from the adjacent line may not leave the track

VI. when people get off the track to avoid the car, they should look out carefully towards the train to prevent people from being injured by falling objects or ropes on the train

VII. When people get off the track to avoid the vehicle, they must remove the work tools and materials from the line, place and stack them firmly, and do not invade the gauge. No people and machines, tools and materials are allowed to stay between the two lines

Article 4 it is strictly prohibited for operators to jump, drill, pick up and transfer tools and materials under the car and on the coupler. It is not allowed to sit on the rail, rail pillow and bed slope during rest. When bypassing and stopping vehicles, the distance should not be less than 5 m, and pay attention to vehicle dynamics and trains coming from adjacent lines

Article 5 in case of fog falling, storm (snow), sand blowing and other bad weather affecting the lookout, online operations and on track inspection should be stopped. When operations are necessary, special safety measures should be taken to ensure that the vehicle can get off the track in time at the specified distance before arriving

in the section with the allowable speed Vmax ≤ 120 km/h of the sixth line, in case of fog falling, rainstorm (snow), sand blowing and other bad weather and difficult observation sections, the patrol personnel and patrolmen should walk on the shoulder and pay attention to the line status

in the section where the allowable speed Vmax of the line is greater than 120 km/h, the patrol and guard personnel should walk on the shoulder and pay attention to the line status

Article 1 before operation, the person in charge of construction and the user of machines and tools shall check the machines and tools, and the machines and tools in poor condition or with invalid safety accessories shall not be used online

the construction of the second line must be carried out under the leadership of the qualified construction director. The person in charge of construction shall arrange specific safety matters according to personnel, work items, weather and other conditions

for large, medium and maintenance construction, the operation section should not be too long, and it is not allowed to assign a single person to work on the line outside the protection section

pay attention to the following operations on Article 3:

1. Rack type track lifter is strictly prohibited for maintenance operations

2. When more than one person works together, they should be under unified command, and a certain safety distance should be maintained between them to prevent tool collisions from hurting people

3. When tamping manually in groups, the front and rear distance should not be less than 3 sleepers, and the operator's front foot should not extend beyond the edge of the sleeper. When multiple groups of tamping machines tamp at the same time, the distance between front and back should not be less than 3 m, and the running should be synchronized. When using a crowbar to pull the track, the crowbar should be firmly inserted, obey the command, and act in a unified manner. It is strictly forbidden to ride or carry the crowbar to pull the track

5. It is strictly forbidden to hammer the steel rail and use a tamping pick to drive the nails when changing the road. When nailing in groups, the distance between front and back shall not be less than 6 wooden pillows. When working on the bridge deck without sidewalk, stand on the inner side of the track center and use special tools such as special nail puller or elbow crowbar to lift the rail outer opening spike. Article 4 when working at a height of more than 2 m above the ground and on steep slopes, safety helmets, safety belts or safety ropes must be worn, and nails or slippery shoes are not allowed

the user must check the safety belt and safety rope carefully before each use. The safety belt and safety rope shall be identified every half a year by the following methods:

static load test: pull with a static load of 3000 n for 5 minutes

impact test: fix one end of the safety belt (rope), and use an 800 n weight to fall freely from a height of 3 m and hang in the air

Article 5 the use of scaffolding must meet the safety requirements. The erection of scaffold should match the progress of the project and should not be too high. Special personnel shall be responsible for the safety of scaffold erection and dismantling and daily inspection and renovation. No one is allowed to stay or pass under the scaffold when it is erected or dismantled. When erecting and dismantling scaffolds close to overhead lines, a safe distance should be reserved in strict accordance with the provisions of the power supply department (generally more than 2 m for power lines and more than 1 m for lighting lines); Pay attention at all times during operation to prevent touching overhead wires. The scaffold shall be erected firmly, and the scaffold board shall extend the cantilever, which shall be in the charge of a specially assigned person. It shall be inspected and repaired frequently, and floating activities are not allowed

after the scaffold is erected, it can only be used after being comprehensively inspected and accepted by the construction director

Article 6 the load of scaffold shall not exceed 2700 N per square meter, and the spacing between scaffold poles shall not be greater than 1.5 m (except those approved by inspection and calculation)

the materials used to make scaffolds must be tough and durable, and the size must comply with the following provisions:

1. The small head diameter of the effective part of the vertical pole: the wooden pole shall not be less than 70 mm, and the bamboo pole shall not be less than 80 mm

2. The diameter of the small end of the effective part of the cross bar: the wooden bar shall not be less than 80 mm, and the main cross bar shall not be less than 90 mm

3. The thickness of scaffold board shall not be less than 50 mm, and both ends must be fixed on the cross bar; The slope of inclined scaffold board shall not be steeper than 1:3, and anti-skid wooden strips shall be nailed. The scaffold board joint shall be set on the brace and shall not be suspended. For scaffolds with a height of more than 3 m, toe boards and 1 m high protective railings shall be installed outside the working side and on both sides of the chute. When using round steel bends to make scaffolds, the diameter of double hook round steel shall not be less than 22 mm, and the diameter of single hook round steel shall not be less than 25 mm. The steel shall not have cracks, rust and other defects, and the quality of steel hooks shall be checked according to the regulations

5. The length of iron nails for nailing scaffold board shall not be less than 100 mm; The iron nails on the removed wooden scaffold board and model board should be pulled out or leveled in time

Article 7 when screwing the protective wood bolts and hook bolts on the driveway bridge, it is not allowed to exert force towards the outside of the bridge. No exposed nails are allowed on the bridge deck and sidewalk

Article 9 protective fence and safety shall be set up for edge operation. Reliable safety protection facilities shall be provided for suspended operation. Personnel working at heights without isolation facilities shall not work vertically. When using mobile ladders, the ladder feet should be solid, and the upper end of the ladder should be fixed

the buried depth of safety piles is generally not less than 0.75 m, and that of soil slopes is not less than 1.0 M. it should be deepened appropriately if necessary. The distance between the safety pile and the edge of the steep slope shall not be less than 3 m. When working at the suspended rock steep wall, two safety piles (i.e. retaining piles) should be driven if necessary. Before each construction, the safety pile must be checked by a specially assigned person, and someone should be assigned to guard during the construction to prevent personal accidents caused by the loosening of the safety pile

the left and right movement distance of safety rope shall not be greater than 5 m. The safety belt and safety rope should be hung on a solid object and tied firmly, and the safety pile should be one pile and one rope. The safety rope should be tied to one person. It is strictly forbidden to tie several safety belts or safety ropes to an object, and it is strictly forbidden to tie several people to one safety belt or safety rope
